What is the Web Index?
Designed and produced by the World Wide Web Foundation, the Web Index is the world’s first multi-dimensional measure of the Web’s growth, utility and impact on people and nations. The Web Index launched in 2012, and the 2013 index has been enlarged to include 20 new countries. It features an expanded and enhanced data set, particularly in the areas of gender, Open Data, surveillance and security.

Index Report and Key Findings
Sweden is best in the world at putting the Web to work in 2013, topping the Index for the second year running. The Web and Social Media are also increasingly driving real world change. However, unequal access to knowledge and speech online denies millions the necessary tools for free and informed participation in public life. Censorship and surveillance are on the rise and pose a severe threat to the Web’s future .
This report highlights some of the 2013 Web Index’s key findings and spotlights several surprise outcomes across the globe. It also provides an overview of the Web Index’s design, structure, and methodology.
